英国写得最细。HMPO Photo standards 要求 squarely face the camera, with a straight head；头后仰、前倾、侧倾，转向一侧肩膀或呈角度，脸朝左朝右，都会拒。没看镜头也不接受。在线系统会自动查头部倾斜和眼睛朝向，覆盖警告后审核员仍须按标准拒。

美国写 Directly face the camera without tilting your head；低头、头歪向一侧是不合格示例。签证 FAQ 不接受 Profile shots。加拿大要求脸和肩膀居中、正对镜头、任何方向都不能倾斜；须照相馆拍，拍歪了不能靠软件转正。中国标准写坐姿端正、双肩水平、正视照相机。申根沿 ICAO 框架，没有单独的「欧盟统一量角度」法条。本页只对照原文，不保证任何一次过审。

美国：正对镜头，头不能歪

travel.state.gov 护照照片页（https://travel.state.gov/en/passports/apply/help/photos.html）写：Directly face the camera without tilting your head. Make sure your head and shoulders are centered in the photo.

Pose and expression 一节写：Face the camera directly with your full face in view and head not tilted. The colored portions of your eyes must be clearly visible. 不合格示例包括：You are looking down, and your head is tilted forward. / Your head is tilted to the side.

在线更新上传页（https://travel.state.gov/en/passports/renew-replace/online/upload-digital-photo.html）写：Look directly at the camera with your eyes open. 不合格示例：You are not facing the camera. / You are not directly facing the camera. Your eyes are not fully open in the image.

签证照片 FAQ（https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/photos/frequently-asked-questions.html）写：Your photo must be a clear shot of your entire face horizontally centered in the photo. Profile shots or photos not in focus will not be accepted. Your expression should be neutral with both eyes open and directly facing the camera. Photos with unusual expressions and squinting will not be accepted. 表情细则不在本页展开。

英国：倾斜、转头、没看镜头都会拒

GOV.UK《Photo standards (accessible)》v51.0（https://www.gov.uk/government/publications/photographic-standards/photo-standards-accessible，2026-03-04 更新）第 3 节写：Customers must: squarely face the camera, with a straight head; make sure chin and top of head are clearly visible.

同一节写：We will reject any photo where a customer's face or head is: hidden; tilted backward, forward or to the side; turned to one shoulder or at an angle; facing left or right.

第 3.3 节眼睛：both their eyes must be open and clearly visible. 系统要能找到眼位，眼睛须落在画面高度顶部 40%–70% 的垂直区间（vertical eye band）。Eyes: looking at the camera — We will not accept photos if the customer is not looking at the camera. 在线服务 DCS 会自动检查眼睛是否朝向镜头；申请人如果覆盖这条警告，the examiner must still reject the photo if it does not meet our standards.

第 6.2 节自动检查包括：the customer's distance from the camera; the customer's eye position and any head tilt; contrast, focus and brightness。第 3.14 节：自拍可以接受，前提是符合其他照片标准。第 3.10 节：HMPO 不接受左右翻转的镜像照。

第 5.1 节残障：审核员可以豁免「眼睛看镜头、眼睛落在正确垂直区间、闭嘴、中性表情、全脸朝向镜头」，须从照片 / 申请材料能看出来，或有申请人 / 家长 / 照护人 / 医生的书面说明。第 5.6 节：6 岁以下可以豁免「孩子没有正视镜头」；6 岁以上须符合 ICAO 标准。

加拿大：脸和肩膀正对镜头，拍歪了只能重拍

canada.ca 护照照片页（https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-passports/photos.html）要求照片 show your face and shoulders centred and squared to the camera, not tilted in any direction。

中性表情的定义里写：your eyes are open and clearly visible; you're looking straight at the camera; your mouth is closed; you're not smiling or frowning。页面示例对照包括 Face centred / Face not centred，以及 Face squared to camera / Face not squared to camera。因医疗原因无法满足时，申请时书面说明。表情细则见表情对照页，本页只取「正视镜头」这一句。

加拿大护照照须由 commercial photographer / photo studio 拍摄，不要按自拍理解。照片 must not be altered in any way；官方把技术修正和 cropping around the head and shoulders 也算改动。拍歪了应重拍，不要用软件旋转「转正」。

中国：坐姿端正、双肩水平、正视照相机

GA/T 1180-2014《出入境证件数字相片技术要求》3.2.1.4 姿态写：「坐姿端正，双肩水平，正视照相机。」3.2.1.3：眼睛自然睁开（1 岁以下儿童眼睛可不睁开）。

国家移民管理局《出入境证件「全程网办」照片提交指引》（https://s.nia.gov.cn/mps/mbbszy/qcwbzpzy/202405/t20240528_1001.html）把「照片拍摄方法不得当」列为不通过原因之一，例子包括：手机自拍距离太近、姿势不正确、头像偏小、高低肩、露牙齿、光线不均。

同一指引写：请不要使用前置摄像头自拍，因为前置摄像头是广角镜头，距离过近会使面部轮廓变形，拍不出耳朵，还可能会使图像左右反转。建议用后置摄像头，请他人协助或用手机支架定时拍摄。请端正坐姿，保持平视，记得露出眉毛、眼镜、耳朵。拍完检查头像是否居中。

中国驻伊拉克大使馆《关于换（补）发护照/旅行证人像照片规格要求》（https://iq.china-embassy.gov.cn/lsfw/lszy_2024/hzlxz_2024/202509/t20250911_11706243.htm）头像要求：「正对镜头，直视前方，保持平视，不得呈仰视、俯视、侧视状，头像不要歪斜或侧倾。」

中国驻巴布亚新几内亚大使馆《护照/旅行证照片要求》（https://pg.china-embassy.gov.cn/chn/lsyw/lszj/hzlxz/hzlzyq/）须重新提交的例子包括「头部倾斜、侧身」「红眼、闭眼、未正视镜头」。

申根 / ICAO：沿用框架，不要编造欧盟角度法条

申根签证照片沿用 ICAO 9303 生物识别框架：正对镜头、头部端正、面部可识别。公开框架没有写成「欧盟统一规定头部角度」的单一法条。成员国使领馆执行细节可能微调，提交前查办理国使领馆当年公告。

ICAO Technical Report《Portrait Quality (Reference Facial Images for MRTD)》v1.0（2018，https://www.icao.int/sites/default/files/TRIP/Publications/TR-Portrait-Quality-v1.0.pdf）第 5.3.1 节 Pose 写：The subject should be instructed to look directly at the camera and to keep his or her head erect. The pitch of the head shall be less than ± 5° from frontal. The yaw of the head shall be less than ± 5° from frontal. The roll of the head shall be less than ± 8°, it is recommended to keep it below ± 5°。Table 8：pitch ≤±5°、yaw ≤±5°、roll ≤±8°；最佳实践 roll ≤±5°。ISO/IEC 19794-5 容差相同。

三个角用白话说：pitch 是抬头 / 低头，yaw 是左右转头（侧脸），roll 是歪头（头往肩膀方向倾）。这是采集技术指引，各国护照 / 签证给申请人看的页面一般不写度数。不要理解成窗口会用量角器量 5°。

拉脱维亚民航页的 ICAO 照片说明（https://www.lja.lv/wp-content/uploads/2025/02/Photography-ICAO-ENG_0.pdf）用同一套口径写：subject facing square on and looking directly at the camera；双眼中心连成的假想水平线须与画面上下边平行。这是 ICAO 式表述的例子，不是欧盟统一法条。

五地对照

同一件事，五地公开页都指向「正对镜头、头摆正、看镜头」，写法不一样，不要互相套。

• 美国：Directly face the camera without tilting your head；头和肩膀居中；低头 / 头歪向一侧是不合格示例；签证 FAQ 不接受 Profile shots，须看镜头，squinting 不接受。
• 英国：squarely face the camera, with a straight head；tilted backward/forward/to the side、turned to one shoulder、facing left or right 都会拒；必须看镜头；眼睛落在画面高度 40%–70%；在线系统自动查倾斜和眼睛朝向；拒镜像照；6 岁以下 / 残障可豁免部分要求。
• 加拿大：face and shoulders centred and squared to the camera, not tilted in any direction；looking straight at the camera；须照相馆拍；不得修改（含裁切等技术修正），拍歪只能重拍。
• 中国：GA/T 1180-2014 坐姿端正、双肩水平、正视照相机；使馆页不得仰视俯视侧视、不要歪斜侧倾；须重交例子含头部倾斜、侧身、未正视镜头；网办指引点名高低肩、前置自拍广角变形与左右反转。
• 申根 / ICAO：沿用 ICAO 框架，正对镜头、头部端正；pitch/yaw ≤±5°、roll ≤±8° 是采集指引，不是各国消费者页上的度数；以办理国使领馆当年公告为准。

怎么拍才正，提交前自查

先把相机放到和眼睛平齐的高度，正面平拍，不要俯拍或仰拍。中国移民局网办指引建议用后置摄像头，请他人协助或用手机支架定时拍摄；不要用前置摄像头贴脸自拍——广角容易让脸变形、拍不出耳朵，还可能左右反转。

双肩放平，坐直。看镜头玻璃，不要盯着屏幕上的自己。下巴既不要抬起来，也不要往胸口收。英国允许自拍，但须符合其他标准，且不接受镜像照。加拿大护照照须照相馆拍，不要按自拍交差。

拍完先看这几项，再决定要不要交。

• 双眼是否大致在一条水平线上（roll / 歪头）。拉脱维亚 ICAO 说明写：双眼中心的假想水平线须与画面上下边平行。
• 两侧耳朵、脸部左右边缘是否对称可见（yaw / 侧脸）。一边耳朵完整、另一边几乎没有，多半转头了。
• 下巴有没有明显抬起或收下（pitch / 抬头低头）。美国不合格示例就是 looking down 且 head tilted forward。
• 视线是不是对着镜头，而不是屏幕、天花板或旁边的人。
• 双肩是否水平，头和肩膀是否大致居中。
